Black Jack is awarded $20,000.00 annually of CDBG funds. St. Louis County Government’s Home Improvement Program, offers up to $5,000 of home repairs for eligible Black Jack homeowners, at NO COST. Eligible items would include roofing, electrical, plumbing, heating, air conditioning, hot water heater, tuck pointing, foundation work, handrail installation, concrete, asphalt, masonry, tree trimming or removal, insulation, etc.

Qualification criteria:

You must own the home and live in the home, your property taxes must be current, you cannot have participated in the program previously, and your total household’s income must be within the following Income Limits:

Family of 1 – less than $46,450 Family of 5 – less than $71,650

Family of 2 – less than $53,050 Family of 6 – less than $76,950

Family of 3 – less than $59,700 Family of 7 – less than $82,250

Family of 4 – less than $66,300 Family of 8 – less than $87,950

For each person in excess of eight, multiply the 4th person base, times:

Family of 09 – 1.40 Family of 13 – 1.72

Family of 10 – 1.48 Family of 14 – 1.80

Family of 11 – 1.56 Family of 15 – 1.88

Family of 12 – 1.64 Family of 16 – 1.96

Example: 9 people at Level 1 – $66,300 x 1.40 = $92,800 (Round out to the nearest $50).

Senior Citizens - Please Note: For Senior Citizens, many times some of your Social Security income is not included in the Adjusted Gross Income figures listed on your Federal U.S. Income Tax Return (and therefore might not be counted in the figures listed above).

The Home Improvement Program is federally funded and operates through St. Louis County Government’s Human Services, Office of Community Development in conjunction with the City of Black Jack.
