The City Clerk called the roll and the following members were present:

The City Clerk attested to the fact that a quorum was present. Mayor McCourt called the meeting to order at 7:45 p.m.

APPROVAL OF MINUTES
Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of September 7, 2010. The minutes were approved as amended.
COMMENTS, QUESTIONS, PETITIONS, ETC. FROM THE PUBLIC
Van Swingler – Mr. Swingler is currently using the ball fields Monday, Wednesday, Friday and Sunday. He thanked the Mayor and Council for the use of City property. Mr. Swingler advised of the many other opportunities for youth in Black Jack and throughout the North County area, including; computer classes, basketball, after school programs, etc. He asked the City Officials if they knew of any available facility to use for these activities to please let him know.
Councilman Allen offered to donate a computer and printer and Councilman Taylor thanked
Mr. Swingler for all the wonderful things he is doing for the youth in Black Jack and the North County area. Councilwoman Muller suggested he try Jamestown Mall and Jamestown Elementary School.

MAYOR’S REPORT
1.
The Building Inspector’s report was included in the packet.
2.
He received a letter from Hazelwood School District requesting that the City adopt an ordinance in support of Proposition H.
3.
There were 10 occupancy permits issued in the month of August. Mayor McCourt requested that future reports breakdown apartments versus homes.
4.
Within the last two days he has spoken with two developers about possible new construction in the City.
5.
The City is in need of a court order to gain access to 5219 Priorybrook. The home is in disrepair and dangerous.
6.
He received a letter from Charlie Dooley, St. Louis County Executive, requesting municipalities to participate in “Making a Difference Day”. This day promotes clean, green and beautification of cities. The date is October 23rd.
7.
He received a letter from AmerenUE advising that October 22nd they will be holding a safety fair.
8.
He received a letter from Charter advising that they will be adding a new program titled “This TV” on channel 153 effective October 20th.
9.
There will be a Special City Council meeting on Tuesday, September 28th to discuss a new revised tax rate.
10.
The City will receive a $4,000.00 reimbursement from St. Louis County Municipal League for the preparation of a Master Plan for Harold Evangelista Park. The funds are available through a grant that was offered by the league.
11.
Tree limb pick up will begin Monday, November 1st.
12.
The City received a plaque from the Census Bureau in thanks for the City’s assistance and participation in the 2010 census.
OFFICIALS
Councilman Allen:

Christ Our Redeemer Church located at 13820 Old Jamestown Road will be offering flu shots on Sunday, October 3rd at 3:30 pm.

Congratulations to Mayor McCourt who was elected as Vice President of the Missouri Municipal League
•
Thanked Karen Robinson, City Clerk for always making the Missouri Municipal League conference convenient for the City Officials. Her efforts allow the City Officials time to socialize and network at ease as opposed to focusing on conference seating and arrangements.
REPORTS FROM COMMISSIONS/BOARDS/COMMITTEE
Councilman Allen advised that this year the Children’s Halloween party will not be held on Halloween because the mall closes at 6 pm on Sundays. Therefore, the party will be on Saturday, October 30th at Jamestown Mall from 6 pm to 8 pm.

Councilman Allen moved to place Bill #1095 under New Business and assigned Councilman Hinkle as the sponsor and Resolution #100902 under Resolution and assigned himself as the sponsor. Motion was seconded and passed when a poll of the Council produced the following vote:

NEW BUSINESS:
Bill #1095, entitled, AN ORDINANCE AMENDING SECTIONS 20-353 and 20-354 OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI PERTAINING TO PARKING OF VEHICLES was read for the first time.
Councilman Krank moved to amend Bill #1095 by adding a width of 8ft and height of 11ft. Motion was seconded and passed when a poll of the Council produced the following vote:

RESOLUTION:
Resolution #100902, entitled, BUDGET ADJUSTMENT – BASKETBALL AND TENNIS COURT REPAIR
was read in its entirety. Councilman Allen moved to place Resolution #100902 on its passage. Motion was seconded and passed when a poll of the Council produced the following vote:

MISCELLANEOUS:
1.
Councilman Steigerwald moved to allow Mayor McCourt to sign the agreement with
St. Louis County for the replacement of the Emergency siren. Motion was seconded.
Councilwoman Muller moved that Mayor McCourt contact St. Louis County to verify if an ordinance is required to enter into the siren replacement agreement and if not to go forward with signing the agreement. Motion was seconded and passed when a poll of the Council produced the following vote:

Councilman Hinkle inquired about street repairs on Kinsley Heights. Mayor McCourt advised that Kemp Homes is responsible for Kinsley Heights.

Councilwoman Muller thanked Pat Grubb, Administration and Finance Manager for providing a copy of the City’s expense report for the Council to review.
5.
Councilman Allen advised that the St. Louis County Municipal League meeting will be held on Thursday, September 23rd at the City of Maryland Heights.
