The City Clerk attested to the fact that a quorum was present. Mayor McCourt called the meeting to order at 7:35 p.m.
PUBLIC HEARING

PRESENTATION
Deni Donovan, City Clerk for the City of Bellefontaine Neighbors, was present to congratulate Karen E. Robinson, City Clerk on obtaining a second certification as a member of the Missouri City Clerks and Finance Officers Association (MoCCFOA). Mayor McCourt and the City Council members expressed words of kindness and gratitude to Karen for her accomplishments and her many years of service to the City of Black Jack.

APPROVAL OF MINUTES
Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of October 4, 2011 and the Emergency Meeting Minutes of October 6, 2011. Both sets of minutes were approved as distributed.

MAYOR’S REPORT
1.
The Building Inspector’s report was included in the packet. The report is much larger than usual because a sweep of the City was done for tree limbs. Residents were provided notices about tree violations and were given the Tree Limb pickup schedule. This proactive measure was taken to possibly prevent residents from ending up in court for non-compliance concerning tree limbs.
2.
The September police report was also included in the packet. The report shows 56 moving violations, which is an increase. Apparently, people are speeding more often. Please advise your neighbors to slow down.
3.
He received a notice from the Missouri State Auditor’s office advising that our tax rate has been certified at .595 per 100. He also noted that the sewer lateral rate has been set at zero again for the residents of Black Jack.
4.
He received a letter from Charter Communications advising that they will be deleting Channel 146 which is “A Life TV” effective November 15th.
5.
He is working with Pat Grubb, Administration and Finance Manager on several items and one is that the revenue for Amusement Devices/Business Licenses is down 24% from last year. There were 103 licenses issued in 2010 but only 74 this year. The economy has had an impact on many businesses including home based businesses.
6.
He received a letter from St. Louis Jefferson Solid Waste Management District concerning the 2012 Waste Reduction and Recycling Grant Program grant application. He asked the City Council members to submit any suggestions they may have for the grant to let him know by Thursday. Otherwise, he will request the Director of Public Works to prepare a grant for a wood-chipper. The deadline to apply is Friday, December 9th.
7.
He received a request from the attorney for Kemp Homes asking that the City amend its agreement with them. The Mayor advised that the City will not change its agreement.
OFFICIALS
1.
Councilwoman Muller reminded everyone that the all trustees meeting is Saturday, November 5th from 10:00 am to 12 noon. There will be three speakers; Black Jack Police Officers with their updates, CERT Volunteer with Fire District Representative and Representative from Center for Workforce. The invitation letters have been mailed.
2.
Councilman Allen advised that there was an article in the Independent News announcing the Mayor’s position as President of Missouri Municipal League.
a.
Provided an update concerning the damage caused by AT&T at the corners of Jerries Lane and Trailoaks that he spoke with the Director of Public Works about. He stated that there were about 6 AT&T trucks in the area recently and hopefully their goal is to correct the problem.
b.
Christ Our Redeemer Church at 13820 Old Jamestown Road will be providing free flu shots on Saturday, October 22, 2011 from 9 am to 2 pm.

REPORTS FROM COMMISSIONS/BOARDS/COMMITTEE
1.
Councilman Steigerwald advised that Parks and Recreation Board met and it was noted that the Board is in need of another member from Ward 4 and the Board inquired about the annual Appreciation Banquet possibly to be considered for the next budget year.
2.
Councilman Schroeder advised that the Traffic Commission met and discussed the installation of a “Caution Children” sign and a stop sign. This matter is on the agenda tonight under Miscellaneous Business for further discussion.
3.
Councilman Krank advised that the Safety and Loss Prevention Committee met and discussed safety procedures for tree limb pick up, proper safety equipment, glasses, gloves, etc. Also, the Committee discussed crack sealing.

Councilman Allen moved to place Bill #1110 under New Business and assigned Councilman White as the sponsor and Resolution #111001 under Resolution and assigned Councilman Hinkle as the sponsor. Motion was seconded and passed when a poll of the Council produced the following vote:

NEW BUSINESS:
Bill #1110, entitled, AN ORDINANCE AMENDING CHAPTER, ARTICLE IX OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI REGARDING APPLICATION OF INSURANCE PROCEEDS TO ABATE NUISANCE PROPERTIES was read for the first time.
RESOLUTION:
Resolution #111001, entitled, BUDGET ADJUSTMENT was read in its entirety. Councilman Hinkle moved to placed Resolution #111001 on its passage. Motion was seconded and passed when a poll of the Council produced the following vote:

MISCELLENEOUS
1.
Traffic Commission minutes for August 9th and October 11th were reviewed and discussed concerning the installation of a “Caution Children” sign and a stop sign. An ordinance will be on the next agenda for consideration. Councilman Krank moved for the sign to state as noted above “Caution Children” instead of “Caution Children Playing” as noted in the Traffic Commission minutes. Motion was seconded and passed by a unanimous voice vote of the City Council.
2.
Councilman Krank moved to postpone the consideration of quotes for the installation of the fire panel and security system until the next City Council meeting.
3.
The Mayor and City Council discussed the urgency of replacing the City’s current server. This matter will be discussed further during the next meeting. There will possibly be an Emergency Meeting.
4.
Mayor McCourt advised that the Missouri Municipal League annual dues for November, 2011 – October 2012 in the amount of $908.26 have been paid.
5.
Tree Limb Pick up will begin Monday, October 31, 2011 on arterial roads. The schedules are available in the lobby and will be posted on the website.
6.
The Children’s Halloween Party will be held on Monday, October 31, 2011 at Jamestown Mall from 6:00 pm to 8:00 pm.
7.
Councilwoman Muller requested that the Black Jack City Officials take the lead in regulating Home Childcare issues in the State of Missouri. She advised that there was a recent article concerning the death of 45 children in home daycares since 2007.
8.
Councilman Allen advised that he had received some comments from City Officials concerning the requested donation of $50.00 per member for the purchase and donation of bikes for children at the City’s annual Children’s Christmas Party. He stated that the comments were valid but expressed his purpose and desire to give back to the community by this method.
