MINUTES OF REGULAR MEETING

The City Clerk called the roll and the following members were present:

The City Clerk attested to the fact that a quorum was present.  Mayor McCourt called the meeting to order at 7:32 p.m.

APPROVAL OF MINUTES

Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of November 1, 2011 were approved as distributed.

MAYOR’S REPORT

1.The Building Inspector’s report was included in the packet. 
2.The Police report was included in the packet.
3.Advised that the Missouri Municipal League has changed their billing schedule for payment of annual membership dues.  The billing cycle will run from January through December.  Our next bill will be prorated for 2 or 3 months.
4.He completed the 2011 Government Units Survey for US Census and returned it.

5.During the month of October there were 4 residential occupancy permits issued and 28 apartment occupancy permits issued.
6.CDG performed inspections at the apartments several months ago.  The City’s inspector will be reviewing the inspections and will following up with violations.  Some violations cannot be addressed until spring. 
7.We recently had a problem with a business in the City that was operating with a valid business license.  Now it’s been made known that there is another business with the same violation.  It will also be addressed.
8.Representative Rochelle Gray will host an Energy Forum with Community Action Agency
of St. Louis County Inc. here at City Hall on Saturday, November 19th 11:00 am to 12:30 am.  He advised that he will be Jefferson City, therefore Councilman Allen, President Pro-Tem will attend the meeting on his behalf.

1.Bill #1111, entitled, AN ORDINANCE AMENDING SECTION 20-481, SCHEDULE VI “INTERSECTION STOPS” OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI, BY ADDING NEW LOCATIONS FOR STOP SIGNS was read for the second time. Councilman Krank moved to place Bill #1111 on its passage.  Motion was seconded and passed when a poll of the Council produced the following vote:

Councilman Steigerwald moved to place Bill #1112 on its passage.  Motion was seconded an passed when a poll of the Council produced the following vote:

3.Bill #1113, entitled, AN ORDINANCE AMENDING SECTION 20-478, SCHEDULE 111 OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI BY ALLOWING THE ADDITION OF THE WORDS “CAUTION CHILDREN” TO SPEED LIMIT SIGNS AND APPROVING TWO “CAUTION CHILDREN” SPEED LIMIT SIGNS AT THE INTERSECTIONS OF WICKHAM FEN AND ROLLINGSFORD AND WICKHAM FEN AND BRISTOL ROCK ROAD was read for the second time.  Councilman Krank moved to place Bill #1113 on its passage.  Motion was seconded and passed when a poll of the Council produced the following vote:

1.Councilman White moved to approve repairs of city truck #17 in the amount of $5,750.00.  Motion was seconded and passed when a poll of the Council produced the following vote:

2.Mayor McCourt advised that Fall Tree Limb Pick up began Monday, October 31, 2011 and we are in the final week.

3.Mayor McCourt advised that the Children’s Christmas Party will be held on Saturday, December 10, 2011.  The time will be announced later.

4.Councilman Krank moved to forward to City Attorney a request to amend the Liquor License Ordinance Chapter 4 part d to allow a convenient store/gas station that would be allowed to sell liquor.  Motion was seconded and passed when a poll of the Council produced the following vote:

FINAL ANNOUNCEMENTS FROM THE MAYOR:

Mayor McCourt advised that as the President of the Missouri Municipal League, he attended the National League of Cities conference in Phoenix, Arizona.  He was provided with a wealth of beneficial information that he will be passing on to the City Council such as: information on obtaining a discount prescription card for CVS Pharmacy, new information concerning banks and vacant properties in cities, foreclosures, etc.
