MINUTES OF REGULAR MEETING
OF THE CITY COUNCIL

The Assisting City Clerk called the roll and the following members were present:

The Assistant City Clerk attested to the fact that a quorum was present.  Mayor McCourt called the meeting to order at 7:35 p.m.

APPROVAL OF MINUTES

Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of October 18, 2011 were approved as distributed.

MAYOR’S REPORT

1.The Building Inspector’s report was included in the packet. 
2.He and Councilman Krank attended a Coalition of Missouri meeting .  The topic was the proposed “Everything Tax” which needs to be looked at as this has significant repercussions for the city financially.

3.He also attended a Missouri American Water and Missouri River Relief seminar.  Discussion included the need of Improvements to water quality and how it may affect residential billing.
4.He received a letter from the Missouri Department of Revenue stating that the City of Black Jack’s site code 0223 is entitled to additional local sales tax totaling approximately $48,000.00. The Department has sent billing notices to the individuals involved and we will receive these payments as received through future motor vehicle local sales tax distributions.
5.He reported that there has been additional vandalism in the park.  Fencing has been pushed down and the maintenance building by the rest station one (1) was also vandalized.
6.The Black Jack Fire Chief thanked the Mayor, Councilman Krank and Councilwoman Muller for attending their Open House.
7.The Children’s Spooktacular was held on Monday October 31, 2011. The event was attended by approximately 1500 children.  The Mayor thanked Councilwoman Muller, Councilman Hinkle, Councilman Allen and Councilman Krank for attending.

OFFICIALS

1.Councilman White attended the Greater North County Chamber of Commerce Governmental Affairs Forum on Friday, October 28th, 2011. The focus was on North County’s image, unemployment, property values and foreclosures.  St. Louis County Councilman O’Mara spoke on North County Recycling and Mayor Tom Schneider spoke on the Sales Tax distribution.
2.Councilwoman Muller announced that the next All Trustees meeting will be on Saturday November 5, 2011.

UNFINISHED BUSINESS

Second reading of Bill #1110, entitled, AN ORDINANCE AMENDING CHAPTER 6, ARTICLE IX OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI REGARDING APPLICATION OF INSURANCE PROCEEDS TO ABATE NUISANCE PROPERTIES was read for the second time.  Councilman White moved to place Bill #1110 on its passage.  Motion was seconded and passed when a poll of the Council produced the following vote:

PENDING LEGISLATION:

Councilman Allen moved to place Bill #1111, under New Business and assigned Councilman Krank     as the sponsor, Bill #1112, under New Business and assigned Councilman Steigerwald as the sponsor and Bill #1113 under New Business and assigned Councilman Krank as the sponsor.  Motion was seconded and passed when a poll of the Council produced the following vote:

NEW BUSINESS:

1. Bill #1111, entitled, AN ORDINANCE AMENDING SECTION 20-481, SCHEDULE VI “INTERSECTION STOPS” OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI, BY ADDING NEW LOCATIONS FOR STOP SIGNS was read for the first time.

2. Bill #1112, entitled, AN ORDINANCE CONCERNING THE REGULAR CITY ELECTION TO BE HELD IN THE CITY OF BLACK JACK, MISSOURI, ON THE 3rd DAY OF APRIL, 2011 was read for the first time.

3.Bill #1113, entitled, AN ORDINANCE AMENDING SECTION 20-478, SCHEDULE 111 OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI BY ALLOWING THE ADDITION OF THE WORDS “CAUTION CHILDREN” TO SPEED LIMIT SIGNS AND APPROVING TWO “CAUTION CHILDREN” SPEED LIMIT SIGNS AT THE INTERSECTIONS OF WICKHAM FEN AND ROLLINGSFORD AND WICKHAM FEN AND BRISTOL ROCK ROAD was read for the first time.

MISCELLENEOUS

1.The Mayor stated that we have only received one Fire Panel/Security bid so far and still waiting for the others.

2.The Mayor stated that we requested an additional quote from United Technologies for a server and that if we want to go with a more powerful server we will have to go through the bid process as it might be over $5,000.  Councilwoman Muller stated that we should go out for a second proposal.  Councilman Krank and Councilman Hinkle agreed that we should also go out for a second proposal for a more powerful server.  Councilman Steigerwald asked if we needed to advertise for this bid and the Mayor said yes for $5,000.

3.Mrs. Browning, a Board member of the Parks and Recreation Board, talked the Mayor and stated that she cannot attend meetings on a regular basis at this time and the Mayor requested she be drop out from the Board for now.  If she is available in the future, she will request to be appointed to a Board, Commission or Committee at that time.

Councilman Taylor moved that Mrs. Browning be removed from the Parks and Recreation Board.  Motion was seconded by Councilwoman Muller and passed by a unanimous voice vote of the Council.

4.Mudjacking bid specifications were reviewed with no changes to be made.

5.The Tree Limb Pick Up is almost complete for the first week.  Beginning the week of November 7th East of Old Halls Ferry Rd will be picked up and the Week of November 14th Whitney Chase area and South of Parker Road will be picked up.

6.The Children’s Spooktacular was discussed in the Mayor’s report.
