The Assistant City Clerk attested to the fact that a quorum was present. Mayor McCourt called the meeting to order at 7:30 p.m.

APPROVAL OF MINUTES
Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of October 19, 2010. The minutes were approved as distributed.
COMMENTS, QUESTIONS, PETITIONS, ETC. FROM THE PUBLIC
Tasha Bramlett – 5083 Bristol Rock Road. Ms. Bramlett petitioned the City Officials for the use of Old City Hall to be used as a Day Care Center. Currently, her center is being operated at 80 Black Jack Court. The building is going up for sale and she will have to move, but would like to remain in the City of Black Jack. The center is approved for 65 children but currently have 25 enrolled.
Mayor McCourt suggested that the request be put in the form of a proposal. Councilman Hinkle requested that the proposal include financials for the Day Care.

1.
Mayor McCourt advised that the Building Inspector’s report was included in the packet.

The Black Jack police report looks good
3.
In area one, most of the tree limbs have been picked up already.

REPORTS FROM COMMISSIONS/BOARDS/COMMITTEE
Councilman Taylor advised that the Emergency Management Committee met on October 23rd. Discussion of the pandemic plan exercise was not considered due to the absences of Mr. Stimage. Radio testing was good. Mayor McCourt requested that the committee look at winter storm responses.

Bill #1097, entitled, AN ORDINANCE TO APPROVE AND AUTHORIZE EXECUTION BY CITY OFFICIALS OF THE CITY OF BLACK JACK, MISSOURI THE “COOPERATION AGREEMENT” WITH ST. LOUIS COUNTY FOR AN “EMERGENCY COMMUNICATIONS SYSTEM” was read for the second time. Councilman Schroeder moved to place Bill #1097 on is passage. Motion was seconded and passed when a poll of the Council produced the following vote:

Councilwoman Muller moved to place Bill #1098 on its passage. Motion was seconded and passed when a poll of the Council produced the following vote:

NEW BUSINESS:
1.
Bill #1099, entitled, AN ORDINANCE CONCERNING THE REGULAR CITY ELECTION TO BE HELD IN THE CITY OF BLACK JACK, MISSOURI, ON THE 5th DAY OF APRIL, 2011 was read for the first time.
2.
Bill #1100, entitled, AN ORDINANCE AMENDING SECTION 13-1 OF CHAPTER 13, ARTICLE I OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, ST. LOUIS COUNTY, MISSOURI, BY DELETING ALL OF SAID SECTION AND SUBSTITUTING THEREFORE A NEW SECTION PERTAINING TO NUISANCES was read for the first time.

MISCELLANEOUS:
1.
Mayor McCourt advised that the Tree Lighting Ceremony will be on Tuesday, December 7th at 7:00 pm. The regularly scheduled Caucus meeting has been canceled.
2.
Mayor McCourt advised that Tree Limb pick up began Monday, November 1st with the area east of Old Halls Ferry Road. This week Tree Limb pick up will be South of Parker Road and the Whitney Chase area.
3.
Mayor McCourt advised that the Children’s Halloween Party was held on Saturday, October 30, 2010 at Jamestown Mall from 6 pm – 8 pm.
4.
Councilman Allen thanked Randy Gardner, Officer Christ Pignataro and Sergeant Kardasz for their part in the Jamestown Mall Halloween Party that was held on Saturday, October 30th. He advised that he was very proud of them and many people approached him concerning the event.
He thanked the Jamestown Mall managers and staff, Randy Gardner, Officer Chris Pignataro and the City Officials that attended and helped to make the annual Children’s Halloween Party a great success. He advised that there many various nationalities of people present, which made the event even nicer and worth putting forth the effort for the North County Community.
