ROLL CALL

The City Clerk called the roll and the following members were present:

ABSENT
None

The City Clerk attested to the fact that a quorum was present.  Mayor McCourt called the meeting to order at 7:35 p.m.

PUBLIC HEARING

None

PRESENTATIONS 

1.Jeff Powell, Complex Manager, North County gave an overview of the opportunities available to all North County residents at North County Recreation Center.  The facility has been totally renovated and new programs are available for all ages.

2.Sergeant Frank Kardosz introduced Captain Kenneth Schmelig to the City Officials. Captain Schmelig has taken the place of Captain Doyle while he is stationed at the City of Jennings Police Department for approximately 6 months.

APPROVAL OF MINUTES

Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of November 2, 2010.  The minutes were approved as distributed.

MAYOR’S REPORT

1.The Code Inspector’s report was included in the packet for Council’s review.
2.The October police report was included in the packet for Council’s review.
3.For the month of October there were 15 occupancy permits issued for homes and 8 for apartments.
4.For the month of October, the Court department brought in $11,321.62 and has 587 court cases.
5.The City Officials have been invited to participate in the 10th annual Christmas parade in Old Town Florissant on December 4th.
6.The City Officials have been invited to participate in the Ferguson Northern Lights event and parade on November 28th.
7.He received a letter from Charter Communications advising that they are adding Channel 158 called Cool TV effective December 14th.
8.He received a letter from Charter Communications advising that effective December 1st channels 903-948 Music Choice digital music channels will be encrypted.
9.Advised that Black Jack Fire Protection District, Chief Mike Gantner lost his mother.  The City sent flowers and a card signed by all City Officials will be mailed tomorrow.
10.He will be attending a meeting tomorrow, November 17th, to assist in the appointing of a representative to the Boundary Commission to represent municipalities under 10,000 residents.

REPORTS FROM COMMISSIONS/BOARDS/COMMITTEE

Councilman Krank advised that the Safety and Loss Prevention Committee met and discussed proper snow removal procedures and the details of the previously attended snow removal session in Lake St. Louis.  The trucks were checked for readiness.

Councilman Krank also advised that the limb chipper is not functioning properly.  The Committee discussed having the machine rebuilt.  Mayor McCourt suggested that the City apply for a grant through Jefferson Solid Waste Management district to purchase a new chipper.

1.Bill #1099, entitled, AN ORDINANCE CONCERNING THE REGULAR CITY ELECTION TO BE HELD IN THE CITY OF BLACK JACK, MISSOURI, ON THE 5th DAY OF APRIL, 2011 was read for the second time. Councilman White moved to place Bill #1099 on its passage.  Motion was seconded and passed when a poll of the Council produced the following vote:

Bill #1099 became Ordinance #1013

2.Bill #1100, entitled, AN ORDINANCE AMENDING SECTION 13-1 OF CHAPTER 13, ARTICLE I OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, ST. LOUIS COUNTY, MISSOURI, BY DELETING ALL OF SAID SECTION AND SUBSTITUTING THEREFORE A NEW SECTION PERTAINING TO NUISANCES.  Councilman Hinkle moved to place Bill #1100 on its passage.  Motion was seconded and passed when a poll of the Council produced the following vote:

Councilman Allen moved to place Bill #1101 under New Business and assigned himself as the sponsor and Bill #1102 under New Business and assigned Councilman Taylor as the sponsor.  Motion was seconded and passed when a poll of the Council produced the following vote:

NEW BUSINESS:

1.Bill #1101, entitled, AN ORDINANCE RETAINING THE PROFESSIONAL SERVICES OF HOCHSCHILD, BLOOM & COMPANY, LLP, CERTIFIED PUBLIC ACCOUNTANTS, AS AUDITORS FOR THE CITY OF BLACK JACK, MISSOURI was read for the first time.

2.Bill #1102, entitled, AN ORDINANCE ADOPTING THE SECOND AMENDMENT TO DEFERRED COMPENSATION PLAN OF THE CITY OF BLACK JACK, MISSOURI was read for the first time.  Councilman Taylor moved to amend Bill #1102 by changing the date on line 95 from December 11th to December 12th and the date on line 99 from December 12th to December 13th.  Motion was seconded and passed when a poll of the Council produced the following vote:

1.Councilman Steigerwald moved to accept the bid proposal for the purchase of a Digital Multifunctional Black & White Copier/Printer/ Scanner from Document and Network Technologies, Inc. (DNT) in the amount of $4,896.00 with funds being procured from capital.  Motion was seconded an passed when a poll of the Council produced the following vote:

4.Mayor McCourt advised that the membership dues for North County Incorporated were paid in the amount of $1,227.27.

5.Mayor McCourt advised that the Tree Lighting Ceremony will be on Tuesday, December 7th at 7:00 pm.  The regularly scheduled Caucus meeting has been canceled.

6.Mayor McCourt advised that Tree Limb pick up for West of Old Halls Ferry Road began yesterday.

7.Mayor McCourt advised that the Children’s Christmas Party will be held on Saturday, December 11, 2010 at Jamestown Mall from 4 pm – 6 pm.

8.Councilman Allen reminded everyone about the deadline to donate bikes for the Children’s Annual Christmas Party.
