The City Clerk called the roll and the following members were present:

The City Clerk attested to the fact that a quorum was present.  Mayor McCourt called the meeting to order at 7:43 p.m.

APPROVAL OF MINUTES

Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of March 16, 2010 and the Closed Meeting Minutes of March 16, 2010.  The minutes were approved as distributed.

COMMENTS, QUESTIONS, PETITIONS, ETC. FROM THE PUBLIC

MAYOR’S REPORT

The Inspector’s report was included in your packets.

According St. Louis County records, the home located on Old Halls Ferry with the blue tarp on it is located within the City of Black Jack.  The condition of this building will be addressed by Code Enforcement.

Previously distributed was a letter from Attorney Sheldon Stock providing information about the Sewer Lateral Lawsuit.

Please make sure the entry door to the lower level of City Hall is always locked for safety reasons.

Charter Communications sent a letter advising of changes in rates; a couple of increases but mostly decreases.

Councilwoman moved to allow Randy Gardner, Media Director to speak.  Motion was seconded and passed by a unanimous voice vote of the Council.

Mr. Gardner advised that the original move of the City’s News channel may have looked a little grim to some people by moving from the 20s to the 900s.  This change is being made to all the lower numbered channels.  Black Jack just happened to be a part of the first move.

A report from City and Village reveals that we have approximately $11,000.00 in outstanding bills for various code violations.

The City of Black Jack prepared and delivered plaques to Greater North County Chamber of Commerce congratulating Keith Took as Business Person of the year and David Otto as Chairman.

REPORTS FROM COMMISSIONS/BOARDS/COMMITTEE

Councilman Taylor advised that the Emergency Management Committee met on Saturday, March 27th and reviewed the Pandemic Influenza plan, performed desk exercise and tested the radios.  The radios worked at a ½ mile radius.

Councilman Krank advised that the Safety and Loss Prevention Committee conducted an inspection of Harold Evangelista Park.  The inspection results have been forwarded to the Park and Recreation Board for review and consideration.  The bandstand in the park needs minor repairs.  It has not been used in several years.  Councilman Krank suggested repairing the Bandstand and possibly using it for Sunday evening concerts in the summer months.

Mayor McCourt advised that the Bid opening for crack repair on the basketball court and the tennis court was on Monday and only one bid was received.  We will advertise for bids again.

Bill #1077, entitled, AN ORDINANCE AMENDING SECTION 20-484, SCHEDULE IX OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI BY ADDING NEW LOCATION FOR “NO PARKING SIGNS” ON THE SOUTHSIDE OF WOLVERTON was read for the second time.  Councilman Allen moved to place Bill #1077 on its passage.  Motion was seconded and passed when a poll of the Council produced the following vote:

Bill #1078, entitled, AN ORDINANCE AMENDING SECTION 20-481, SCHEDULE VI “INTERSECTION STOPS” OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI, BY ADDING NEW LOCATIONS FOR STOP SIGN was read for the second time.   Councilman Taylor moved to placed Bill #1078 on its passage.  Motion was seconded and passed when a poll of the Council produced the following vote:

Bill #1079, entitled, AN ORDINANCE AMENDING SECTIONS 2-119 AND 2-125 OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK EACH ENTITLED “APPOINTMENT; TERM” BY SUBSTITUTING THE WORDS, “MAYOR OR HIS DESIGNEE” FOR THE WORDS “CITY ADMINISTRATOR” WHEREVER SUCH WORDS APPEAR IN SAID SECTIONS OF THE CODE was read for the second time.  Councilman Krank moved to placed Bill #1079 on its passage.

Bill #1080, entitled, AN ORDINANCE PROVIDING FOR HOLDING AN ELECTION IN THE CITY OF BLACK JACK, MISSOURI FOR THE PURPOSE OF OBTAINING VOTER APPROVAL TO AMEND THE CURRENT LATERAL SEWER SERVICE LINE REPAIR PROGRAM BY LEVYING AND IMPOSING A FEE NOT TO EXCEED TWENTY EIGHT DOLLARS ($28.00) PER YEAR TO BE COLLECTED ANNUALLY FOR THE PURPOSE OF FUNDING THE REPAIR OF DEFECTIVE LATERAL SEWER SERVICE LINES ON RESIDENTIAL PROPERTY HAVING SIX OR LESS DWELLING UNITS WITHIN THE CITY OF BLACK JACK, MISSOURI  was read for the first time.


Bill #1081, entitled, AN ORDINANCE AUTHORIZING A CHANGE IN THE COMPENSATION TO GREENSFELDER, HEMKER & GALE, P.C. FOR SERVICES IN RESPECT TO REPRESENTATION IN CERTAIN LIMITED MATTERS was read for the first time.


Bill #1082, entitled, AN ORDINANCE AMENDING SECTION 4-30 OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI, BY DELETING ALL OF SAID SECTION AND SUBSTITUTING THEREFORE A NEW SECTION PERTAINING TO LIQUOR LICENSES was read for the first time.


RESOLUTION:

Resolution #100401, entitled, BUDGET ADJUSTMENT - STREET REPLACEMENT IN COMBINATION WITH PHASE VIII was read in its entirety.  Councilman White moved to place Resolution #100401 on its passage.  Motion was seconded and passed when a poll of the Council produced the following vote:

MISCELLANEOUS:


Councilwoman Muller moved to approve a Conditional Use Permit for 75A Black Jack Court for a Hair Braiding Salon.  Motion was seconded and passed when a poll of the Council produced the following vote:

The Mayor and City Council reviewed the Bid Specifications for Microphones for the Council Chambers.  Councilwoman Muller moved to allow Randy Gardner to speak.  Motion was seconded and passed by a unanimous voice vote of the Council.


Mr. Gardner advised that the new microphones are only about 4 inches tall and will not hang over the dais like the current microphones.


Suggested changes were noted.


Mayor McCourt advised that renewal letters for Business Licenses, Liquor Licenses and Amusement Devices will be sent early May for July 1 renewal.

Mayor McCourt advised that Tree Limb Pick up will begin April 19th.


Mayor McCourt advised that Children’s Easter Event was held on Saturday, April 3rd at Jamestown Mall from 10:00 am to 11:00 am and there were approximately 150 people in attendance.


Councilman Allen advised that the City’s annual festival is being combined with a large Jamestown Mall event, spearheaded by the Jamestown Mall Tire company.  One of the main events during the festival this year will be a Bar B que contest.  Anyone interested in becoming a judge for the contest, should come to the Food court on Sunday, April 25th from 5:00 pm to 7:00 pm to sign up for certification.  The certification fee is $25.00.  Councilwoman Muller moved to allow Randy Gardner to speak.  Motion was seconded and passed by a unanimous voice vote of the Council.


Mr. Gardner advised that the upcoming festival this year is expected to draw approximately 15,000 people and will be held on Saturday, June 19th.  Mr. Gardner also advised that the sign in the wedge of the City has been removed to be refurbished.  There will be a message board underneath the sign when it is replaced.

FINAL ANNOUNCEMENTS FROM THE MAYOR:


Mayor McCourt advised that during the last week, he has interviewed a couple of very important people, namely, Congressman William Lacy Clay, Secretary of State Robin Carnahan and State Auditor Susan Montee.  He will continue interviews into the summer months.
