The City Clerk called the roll and the following members were present:

The City Clerk attested to the fact that a quorum was present. Mayor McCourt called the meeting to order at 7:30 p.m.

APPROVAL OF MINUTES
Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of May 4, 2010. The minutes were approved as distributed.

MAYOR’S REPORT
1.
Mayor McCourt advised that the Building Inspectors report was included in the Council packet. Currently, there are a large number of grass violations.
2.
The home on Parktrail is in the process of being cleaned up.

City Engineer, Vijay Bhasin distributed a memo concerning the concrete work at Harold Evangelista Park. Councilwoman Muller moved to allow Mr. Bhasin to speak. Motion was seconded and passed by a unanimous voice vote of the Council.
Mr. Bhasin explained that M & H Concrete performed the work as requested. However, as the asphalt was removed, M & H discovered the soil under the North side was not solid due to unusual water flow. After discussions with Missouri Petroleum, it was determined the best way to solve the problem would be using a concrete base instead of asphalt. M & H will install the concrete base tomorrow.
Mayor McCourt received a letter from Charter Cable advising of upcoming channel lineup changes.
4.
The Maintenance Mosquito Spraying schedule is on Fridays, 7 pm – 1 am and on holiday weekends from 7 pm – 11 pm.
5.
The police report was distributed during the previous Council meeting.
6.
He distributed a memo to the Council advising of several positions that needs to be filled on various Boards, Commissions and Committees as soon as possible.

REPORTS FROM COMMISSIONS/BOARDS/COMMITTEE
1.
Councilman Steigerwald advised that the Parks and Recreation Board met at City Hall instead of Harold Evangelista Park as originally planned because of the weather. The Board discussed revisions for the Parks code of ordinance, the Safety and Loss Prevention Committee inspection Report and vandalism at the Park.
2.
Councilman Krank advised that the Safety and Loss Prevention Committee met and discussed the handling of chemicals for mosquito spraying, mosquito spraying equipment, uniforms and the status of safety issues.

Bill #1083, entitled, AN ORDINANCE AMENDING CHAPTER 17.5 “SIGNS AND ADVERTISING DEVICES” OF THE CITY OF BLACK JACK CODE OF ORDINANCES PROHIBITING OFF-PREMISES OUTDOOR ADVERTISING SIGNS, PROHIBITING LIVING SIGNS AND MAKING CERTAIN OTHER CHANGES TO SAID CHAPTER was read for the second time. Councilman Steigerwald moved to reject the bid for Basketball and Tennis Court crack repair because the bid amount exceeds the budgeted amount. Motion was seconded and passed when a poll of the Council produced the following vote:

Reviewed and considered bids for healing and cooling system. Councilwoman Muller moved to allow City Engineer, Vijay Bhasin to speak. Motion was seconded and passed by a unanimous voice vote of the Council.
Mr. Bhasin advised that the City received three bids for maintenance of the City’s heating and cooling system. One bid was approximately $200.00 less than the current contractor, Air Comfort. Mr. Bhasin suggested to stay with the current contractor since they have serviced the City’s equipment for several years and since the difference in the bid is very small.
Councilwoman Muller moved to accept the bid from Air Comfort for maintenance of the City’s heating and cooling system because of previous performance and quality of work. Motion was seconded and passed when a poll of the Council produced the following vote:

Councilman Krank and Allen abstained because of personal contracts with Air Comfort.
3.
Councilman Schroeder moved to submit payment for the annual membership dues for the
St. Louis County Municipal League. Motion was seconded.
Councilwoman Muller moved to amend the motion by adding that the dues will be paid under duress and with a letter of protest. Motion was seconded and passed when a poll of the Council produced the following vote:

Mayor McCourt advised that the City’s annual festival will be held on Saturday, June 19th at Jamestown Mall. Councilman Allen advised that it has been confirmed that the dignitaries will be requested to speak around 3:30 pm. Councilwoman Muller moved to allow Media Director, Randy Gardner to speak. Motion was seconded and passed by a unanimous voice vote of the Council.

Randy advised that the Bar-B-Q stations will be set up at 7 am, there will be a car show, Bar-B-Q judging , choirs, Mrs. Missouri, Billy Simms, etc. There will be various advertisements, press releases, local news channels involvement, information on News20 and the City’s website. He stated that estimated attendance is expected to be 6,000-10,000 people.
5.
Mayor McCourt advised that the annual Liquor License Committee meeting will be held on Tuesday, June 1 at 6:00 pm and the meeting will be of the whole Council. At the suggestion of Councilman Schroeder, the time of the meeting was changed to 6:30 pm.

Councilwoman Muller moved to cancel the June 1, 2010 Caucus meeting. Motion was seconded a passed by a unanimous voice vote of the Council.
7.
Councilman Allen inquired about an update on the sinking hole at the intersection of Jerries Lane and Trailview Drive where AT&T installed a underground cable.
Mr. Bhasin advised that he had not heard back from AT&T but he would contact them again. Councilman Allen also inquired about the painting of fire hydrants throughout the City.
Mr. Bhasin advised that the Water Company had not responded to him on this request but he would contact them also.
Councilman Hinkle inquired about the water problem on Kinsley Heights. City Engineer, Vijay Bhasin advised that the street belongs to Kemp Homes, therefore they are responsible for any and all repairs. Mayor McCourt advised that the City will not issue any further building permits until North County Realty has replenished their escrow funds for the various subdivision plats that they let expire. He also advised that the City will not accept Kinsley Heights in its current state because of the financial liability to the City.

Councilman Allen advised that he contacted St. Louis County concerning the condition of the corners of Old Jamestown Road and Lindbergh. He received an immediate response from County and the repairs will be made in the very near future.
9.
Councilwoman Muller inquired about grass cutting at the cemetery on Old Halls Ferry Road. Vijay Bhasin advised that the Maintenance Dept will be cutting grass tomorrow. The recent constant rain has prohibited grass cutting.
