ROLL CALL

The City Clerk called the roll and the following members were present:

The City Clerk attested to the fact that a quorum was present.  Mayor McCourt called the meeting to order at 7:41 p.m.

APPROVAL OF MINUTES

Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of February 16, 2010.  The minutes were approved as distributed.

COMMENTS, QUESTIONS, PETITIONS, ETC. FROM THE PUBLIC

1.Mr. Mellve Shalid – 5923 Floy.  Mr. Shalid advised that he is a Prostate cancer survivor.  Now his greatest endeavor is to educate other men about this deadly disease.  Mr. Shalid advised that the efforts of Randy Gardner, City of Black Jack Media Director, and News20 have had a tremendous impact on his ability to inform others about the disease.

As a result, he is the CEO of a support group called The Empowerment Network that he started with another prostate cancer survivor that saw his interview on News20 with Randy Gardner.  Because of the numerous and informative interviews with Randy Gardner, the group has grown to 100 men.

The Empowerment Network sent a package to the National Cancer Society concerning their organization, which included interviews with Randy Gardner.

2.Mr. Alim Muhammad – P O Box 532.  Mr. Muhammad advised that he was diagnosed with stage 3 prostate cancer at the age of 36 in 2008.  He saw the interview on News20 prior to his diagnoses.  News20 has educated its viewers about prostate cancer and PSA levels like no other news channel.  He knows of no other News channel that is an outlet for healing through its interviews.  No other channel would make the time available that News20 has to educate its viewers about this disease.  Prostate cancer doesn’t discriminate – it eliminates.  Men are diagnosed with prostate cancer 3% more than women are diagnosed with breast cancer, every three minutes a man dies from prostate cancer and there are currently 2 million men diagnosed with prostate cancer.  Mr. Muhammad expressed his great appreciated for Randy Gardner and News20.

MAYOR’S REPORT

1.The Building Inspector’s report was included in your packets for review.
2.He received a letter from AT&T that there will be changes on Black Jack resident’s phone bills.  The only tax that will be indicated on the bill will be the resident approved Utility tax.  I am still working on any refunds due residents of the City.
3.He received a notice from Geile-Leon Marketing Communications concerning an event called Earth Hour which will take place on Saturday, March 27th from 8:30 pm to 9:30 pm.  Participation in the events simply calls for turning of the lights at City Hall for one hour from 8:30 pm to 9:30 pm on March 27th.  Previous participants include, Gateway Arch, Busch Stadium, St. Louis City Hall and Soldiers.
4.He spoke with Tony Lamantia concerning the recycling presentation he gave a few meetings ago.  Mr. Lamantia will prepare a proposal for the City Officials to review and consider.
5.For the month of February there were 6 occupancy permits issued.
6.The AT&T Clearwire sub-lease will provide the City with $846.77 in revenue.
7.He received a notice from One Deanery Senior Ministry advising of a Senior Living Options Fair for older adults living in North County.  The fair will take place from 9 am to 12 noon on Saturday, March 27th at the St. Martin de Porres gymnasium located at 615 Dunn Road in Hazelwood. 
8.St. Louis County advised that the City will receive $20,000.00 in Community Development Block Grant funding for 2010.

OFFICIALS

Councilman White advised that he and several other Council members attended a luncheon at Delmar Gardens.  The subject of the meeting was Social Networking.

REPORTS FROM COMMISSIONS/BOARDS/COMMITTEE

1.Councilman Schroeder advised that the Traffic Commission met on February 23, 2010 and discussed the installation of a stop sign and of a no parking sign.  The recommendation was forwarded to the City Council.

2.Councilman Krank advised that he attended the Emergency Management Committee meeting on Saturday, February 27th as the Alternate Council liaison.  Discussion included the use of new radios, scheduled testing of the radios, emergency shelters and adding pandemic influenza to the manual.

Councilman Krank advised that the Safety and Loss Prevention Committee met today discussed the charging up of the fire extinguishers, lawn equipment maintenance, replacing City Hall parking lot light bulbs and safety concerning storing equipment.

3.Councilwoman Muller advised that the Planning and Zoning Commission met on Wednesday, February 24th to consider a Conditional Use Permit for a Hair Braiding Shop at 75 Black Jack Court.  P & Z will have a Public Hearing on March 24th concerning the matter.

PENDING LEGISLATION:

Councilman Krank indicated that the proposed locations for the stop signs were incorrect based on the Traffic Commissions’ recommendation.

Councilman Allen moved to forward Bill #1077 and Bill #1078 concerning Stop Signs and No Parking signs to the Traffic Commission for clarification.  Motion was seconded and passed by a unanimous voice vote of the Council.

1.Councilman Schroeder moved to award the Violation Grass Cutting bid to AmbeReen Lawns Unlimited, LLC.    Motion was seconded and passed when a poll of the Council produced the following vote:

2.Councilman Krank moved to submit payment for invoice for Missouri Rural Services Workers’ Compensation Insurance Trust effective April 1, 2010 to April 1, 2011 in the amount of $8,172.00.  Motion was seconded and passed when a poll of the Council produced the following vote:

3.Councilman Schroeder moved to forward a request to Sheldon Stock, Special Counsel to the City’s Liquor License Code to have the right to issue a Liquor License in accordance with State Statue 311.080.1.  Motion was seconded and passed when a poll of the Council produced the following vote:
