The City Clerk attested to the fact that a quorum was present. Mayor McCourt called the meeting to order at 7:37p.m.
PUBLIC HEARING
None
PRESENTATIONS
Captain Troy Doyle provided a Power Point Statistics Report. The stats were from 2006-2009 and included crimes, all calls made on behalf of Black Jack, response times and arrests that were made. Overall, crime is down 13% in the City of Black Jack.
PROCLAMATIONS
Mayor McCourt read in its entirety a proclamation recognizing and supporting “Earth Hour” 2010 that will take place on Saturday, March 27th from 8:30 pm to 9:30 pm. This event simply means to turn out all lights for one hour to raise awareness and demonstrate our nation’s commitment to fighting climate change.
APPROVAL OF MINUTES
Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of March 2, 2010. The minutes were approved as distributed.

MAYOR’S REPORT
1.
The Building Inspector’s report was included in your packets for review.
2.
The Parks and Recreation Board met and discussed the fees for pavilion rental. Their recommendation has been put in the form of a Resolution to be considered tonight.
3.
The February police report was distributed.
4.
Vijay Bhasin, City Engineer has prepared the Tree Limb pick up schedule.
5.
Pat Grubb, Administration and Finance Manager distributed the Budget Meeting Schedule.
OFFICIALS
Councilman Allen advised that he and his wife attended the annual Mayor’s Shamrock Ball on Saturday, March 6th. The event is held on behalf of Valley Industries and calls for formal green attire. Councilman Allen advised that if anyone plans to attend the event next year that it appears to be more cost effective to go to K & G Store to purchase a green cummerbund and tie and wear a nice black suit than to rent something to wear.
REPORTS FROM COMMISSIONS/BOARDS/COMMITTEE
1.
Councilman Schroeder advised that the Traffic Commission met to clarify their position concerning the installation of a No Parking Sign and a Stop sign and forwarded a recommendation to the City Council.
2.
Councilwoman Muller advised that the Planning and Zoning Commission will have a Public Hearing on Wednesday, March 24th to consider a Conditional Use Permit for a Hair Braiding Shop at 75 Black Jack Court.
3.
Councilman Steigerwald advised that the Parks and Recreation Board met and forwarded a recommendation to the City Council to change the pavilion rental fees to $50.00 for the small pavilion and $60.00 for the large.

Bill #1077, entitled, AN ORDINANCE AMENDING SECTION 20-482, SCHEDULE VII OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK, MISSOURI BY ADDING A NO PARKING SIGN AT THE INTERSECTIONS OF WOLVERTON AT OLD JAMESTOWN ROAD was read for the first time.
Councilman Krank moved to amend Bill #1077 line 21 removing “at Old Jamestown Road” and by changing the Regulation from “No Parking – entire street” to “No Parking – this side of the street”. Motion was seconded and passed when a poll of the Council produced the following vote:

Councilman Krank moved to amend Bill #1078 line 10 by removing the “s” from Sign, and lines 25 and 26 to remove “Southeast of Early Morning and Old Jamestown Forest and Early Morning Northbound”. Motion was seconded and passed when a poll of the Council produced the following vote:

Bill #1079, entitled, AN ORDINANCE AMENDING SECTIONS 2-119 AND 2-125 OF THE CODE OF ORDINANCES OF THE CITY OF BLACK JACK EACH ENTITLED “APPOINTMENT; TERM” BY SUBSTITUTING THE WORDS, “MAYOR OR HIS DESIGNEE” FOR THE WORDS “CITY ADMINISTRATOR” WHEREVER SUCH WORDS APPEAR IN SAID SECTIONS OF THE CODE was read for the first time.

Councilman Allen moved to postpone the first reading of Bill #1080, entitled, AN ORDINANCE PROVIDING FOR HOLDING AN ELECTION IN THE CITY OF BLACK JACK, MISSOURI FOR THE PURPOSE OF OBTAINING VOTER APPROVAL TO AMEND THE CURRENT LATERAL SEWER SERVICE LINE REPAIR PROGRAM BY LEVYING AND IMPOSING A FEE NOT TO EXCEED TWENTY EIGHT DOLLARS ($28.00) PER YEAR TO BE COLLECTED ANNUALLY FOR THE PURPOSE OF FUNDING THE REPAIR OF DEFECTIVE LATERAL SEWER SERVICE LINES ON RESIDENTIAL PROPERTY HAVING SIX OR LESS DWELLING UNITS WITHIN THE CITY OF BLACK JACK, MISSOURI until the May 18, 2010 City Council meeting. RESOLUTION:
Resolution #100301, entitled, PAVILION RENTAL FEES INCREASE was read in its entirety. Councilman Schroeder moved to place Resolution #100301 on its passage. Motion was seconded and passed when a poll of the Council produced the following vote:

MISCELLANEOUS:
1.
The Mayor and City Council reviewed the Parks and Recreation Board recommendation to implement the use of a Clean-up Checklist for Park. The form will be created for the City and used to coincide with the Pavilion rental process.
2.
Mayor McCourt advised that Children’s Easter Event will be on Saturday, April 3rd at Jamestown Mall from 10:00 am to 11:00 am.
3.
The Mayor and City Council reviewed the Bid Specifications for Basketball and Tennis Court Crack Repairs in the Harold J. Evangelista Park. There were no suggested changes.

Councilman Allen advised that he has noticed stress cracks on Trailbend identical to the cracks on Trailview. Mayor McCourt requested that he contact City Hall to submit the information to the Director of Public Works.
5.
Councilwoman Muller advised that in reviewing the St. Louis County Municipal League newsletter she noted that they are considering an increase in their annual dues. She would like to see financial reports or a budget during the monthly League meetings. All government entities are being affected by the economic situation and she is not sure this is a good time to request an increase in dues. Councilman Allen’s thoughts on the matter mirrored Councilwoman Muller’s concerns. Councilwoman Muller also expressed concerns with Senate Bill #826 concerning sales tax for firehouses.
6.
Councilman Allen advised of his displeasure with Municipalities that are located West and South have a tendency to only attend League meetings in their areas, while Black Jack Officials attend most all meetings regardless to their location.
7.
Councilman Steigerwald inquired about crack sealing in his area. Mayor McCourt advised that the Maintenance Department has been crack sealing on warmer days. However, certain streets will not be done if they are in the plans for resurfacing.
8.
Councilman Taylor spoke about potholes in his subdivision. Mayor McCourt advised that he would pass the information on to the Director of Public Works.
9.
Councilman Allen advised that the spoke with Herlaine Gresham concerning excessive trash near the Phillips 66 gas station at Halls Ferry and Old Halls Ferry Roads and along the side of the roads. Councilman Allen also suggested that there should be some type of notification throughout the City concerning littering.
10.
Councilwoman Muller welcomed Councilman Taylor back.
11.
Mayor McCourt advised that effective next month, the Traffic Commission, Parks and Recreation Board, Planning and Zoning Commission and Emergency Management Committee must meet every month according to state statue. If a member misses three consecutive meetings, that individual will receive a letter.

1.
Mayor McCourt encouraged everyone to complete their 2010 Census forms and return them. By returning these forms, you will help the government to determine funds that should be received by the City. Please encourage your family and friends to return the form as well.
2.
Please consider the Metro issue on the upcoming Election ballot. Since the tax was not passed last year, the City of Black Jack lost partial service. Metro services are needed in our area.
