SUMMARY
This part-time position is responsible for maintaining City streets and city-owned buildings, infrastructure, and parks. Must be able to work independently and in a team environment with a positive attitude towards City Officials, the public and co-workers.
ESSENTIAL DUTIES AND RESPONSIBILITIES
General labor, including but not limited to maintenance of and cleaning city owned facilities, i.e. maintenance buildings, city parks and city hall. Skills in operating commercial vehicles, power tools, lawn equipment, snow removal equipment. Seasonal duties will include but not limited to fogging for mosquito control, snow removal, lawn care, maintaining shrubs and flowers, clearing weeds and brush and landscaping, painting tasks, building maintenance and repair of streets.
Must have general knowledge in electrical repair work, plumbing, HVAC, carpentry and painting, landscaping, welding and masonry.
Employee shall be skilled in pothole patching, crack sealing and street repair.
Employee skills must include the operation of heavy machinery and equipment (i.e. backhoe and front-end loader) in all types of weather.
Requires a basic knowledge in the operation and care of maintenance equipment
Report all down time and routine problems to your immediate supervisor
Attend job related training sessions as directed
Employee is responsible for maintaining a safe working environment
Employee reports directly to the Maintenance Supervisor
Organizational and time management skills
Ability to work independently
May need to be on call and respond in a timely fashion when called
WORKING ENVIRONMENT
Work will be done in all types of weather - both inside and outside
Employee is required to wear uniform and safety shoes at all times.
TRAINING, EDUCATION AND EXPERIENCE
High School Diploma or equivalent with technical or college course work in building/facilities repair and automotive/small engine repair.
Possess a valid driver’s license and a safe driving record
Work Hours 7:00 am – 1:30 pm. Work days/hours vary (includes ½ hour lunch) at the Departments discretion.

PHYSICAL DEMANDS
Employee will be required to safely perform work in all types of weather for long periods of standing and sitting when operating lawn and snow removal equipment, driving trucks, operating chipper and construction equipment.
Employee will be required to wear safety helmet, eyewear and hearing protectors and be able to push, pull or lift approximately 75 pounds
Employee will be required to work around machinery, industrial cleaners, paint fumes, flammable liquids, pesticides and fuel gases.
The City retains the discretion to add or change the duties of this position at any time.

The position:
The Public Works Supervisor provides supervisory direction, and manages, organizes, controls and efficiently directs assigned employees and equipment as required. The position shall exercise independent judgment, discretion, and demonstrate strong ethical, professional and service-oriented leadership. Incumbents set a good example, correctly applying City policy and utilize good interpersonal skills.
Examples of Duties include, but are not limited: Assist in the administration of public works division operating budgets; monitors and participate in all public works maintenance and repair activities; plans, assigns and manages the work of assigned personnel in the maintenance, construction and evaluation of streets, traffic signage, pavement markings, street lights, storm drainage facilities, city facilities, park maintenance and snow/ice removal. Responsible for the administration of contracted public works services and the maintenance of streets, sidewalks, curbs and gutters, vehicle/small equipment repairs; may be required to perform other duties as assigned including working unusual hours in emergency situations and attending occasional meetings.
Qualifications
Knowledge of: principles, practices, methods, tools, materials and equipment used for each position; principles and practices of supervision, equipment maintenance requirements, budgeting, communications, project management, performance standards, records management and the use of resources to achieve expectation and outcomes; principles and practices of construction and contract management; principles and practices of human resources; effective leadership, organization and management principles and practices; principles of management, supervision, training, safety and performance evaluation.
Ability to: Assign and supervise employees; accurately estimate personnel and time requirements; understand and follow written and oral directions; establish clear goals and objectives; build constructive relationships with other departments, employees, citizens, contractors and the general public; analyze and prepare sound recommendations for the solution of difficult problems; speak and write effectively; lift and carry weight of 50 pounds or less.
Experience and Education: Equivalent to completion of twelfth grade and five years of increasingly responsible experience in public works maintenance and supervision; at least two of which have been in a supervisory capacity.
Work Conditions:
The majority of work is performed outside in all weather conditions. Performance requires availability after normal work hours and weekends to respond to calls for service or to attend infrequent meetings.
License: Valid Missouri Drivers License and CDL license with a clean driving history
The Selection Procedure:
Applicants must complete an official City of Black Jack application and return it to the City Clerk.
Position will be open for a two week period. Application and resume screening will be part of the examination process. Based on the screening, those candidates with the most relevant qualifications will be invited to appear before the Personnel Policy Committee.
