The City Clerk called the roll and the following members were present:

The City Clerk attested to the fact that a quorum was present. Mayor McCourt called the meeting to order at 7:31 p.m.
PUBLIC HEARING
None
PRESENTATIONS
1.
John Wagner, Community Policy Director and Monica McVee, Volunteer – Focus St. Louis.
Mr. Wagner and Ms. McVee gave a presentation outlining the purpose of Focus St. Louis. Focus St. Louis is a regional non-profit organization that provides grants and means to obtain funding for environmental sustainability.
2.
Captain Troy Doyle – Statistics Report will be given at a later date.

APPROVAL OF MINUTES
Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of February 2, 2010. After much discussion, the minutes were approved as distributed.
COMMENTS, QUESTIONS, PETITIONS, ETC. FROM THE PUBLIC
Aulderay Fields 12913 Highcrest. Ms. Fields expressed concerns of slippery roads during inclement weather. Ms. Fields suggested that the residents be provided chemical to be applied to the end of their driveway to assist the maintenance department and to allow easier and safer entrance and exit from their homes. The Mayor advised that the suggestion was a very interesting one and it would be considered.
Ms. Fields also inquired about the AT&T municipal charges on her landline phone bill. Mayor McCourt advised that he is working on getting those charges removed from the bills of the Black Jack residents. He suggested she provide a copy of her bill to the City Clerk.

MAYOR’S REPORT
1.
The Building Inspector’s report was included in your packets for review.
2.
The January Police report was previously distributed for your review.
3.
Previously distributed was a notification from St. Louis County Human Services concerning Homeless Prevention and Rapid Re-housing Program Grant. The notice outlined the eligibility requirements and that the program is for persons 60 years of age or older.
4.
On behalf of some Black Jack residents, he sent AT&T copies of landline billing statements showing the illegal charge.
5.
He and the Director of Public Works, Vijay Bhasin are working on sump pump issues. Currently, some pumps are pumping across the road and this is illegal. This matter will be addressed further upon Mr. Bhasin’s return.
OFFICIALS
Councilman Allen reminded everyone of the upcoming Mayor’s Shamrock Ball to be held at the City of Florissant City Hall on Saturday, March 6 from 7:00 pm to 11:00 pm.
REPORTS FROM COMMISSIONS/BOARDS/COMMITTEE
1.
Councilman Schroeder advised that the Traffic Commission met tonight to discuss the installation of stop signs and no parking signs. The Commission members will physically visit the sights and make a recommendation to the City Council.
2.
Councilman Steigerwald advised that the Parks and Recreation Board met on February 11, 2010. Discussion included the election of a chairperson, co-chair and a Park Clean up checklist.
3.
Councilwoman Muller advised that the Planning and Zoning Commission will meet on Wednesday, February 24th at 7:30 pm.

UNFINISHED BUSINESS
Bill #1076, entitled, AN ORDINANCE AUTHORIZING THE CITY OF BLACK JACK, MISSOURI, TO ENTER INTO A CONTRACT WITH ST. LOUIS COUNTY, MISSOURI FOR MOSQUITO CONTROL SERVICE AND AUTHORIZING AND DIRECTING THE MAYOR OF THE CITY OF BLACK JACK TO EXECUTE SUCH CONTRACT ON BEHALF OF THE CITY OF BLACK JACK was read for the second time. Councilman Simmons moved to placed Bill #1076 on its passage. Motion was seconded and passed when a poll of the Council produced the following vote:

Bill #1076 became Ordinance #991
Councilman Allen moved to place Resolution #100201 under Resolution and assigned Councilman White as the sponsor. Motion was seconded and passed by a unanimous voice vote of the Council.

NEW BUSINESS:
None
RESOLUTION:
Resolution #100201, entitled, BUDGET ADJUSTMENT – INCARCERATION was read in its entirety. Councilman White moved to place resolution #100201 on its passage. Motion was seconded and passed when a poll of the Council produced the following vote:

MISCELLANEOUS:
1.
Councilwoman Muller moved to forward the Pavilion Rental Agreement back to the Parks and Recreation Board to consider increasing the rental fee. Motion was seconded and passed by a unanimous voice vote of the City Council.
2.
During a discussion concerning loud music in the park with a permit and without, Councilman Krank moved to allow Sergeant Frank Kardasz to address the Mayor and the City Council. Motion was seconded and passed by a unanimous voice vote of the Council.
Sergeant advised that state statues allows for a summons to be issued if the music is unreasonably loud, at an unreasonable time and you can hear the music 50 feet from the vehicle. If the music is outside the park, a victim must come forth and testify if necessary.
Councilman Steigerwald will check with other municipalities to review how they handle like situations.
FINAL COMMENTS OR QUESTIONS FROM THE PUBLIC:
Ann Wright 13128 Northview Heights. Ms. Wright expressed her concerns about the loud music in the park. She requested clarification on calling to report the loud music. She was advised to continue calling as the City is looking into the matter further.
