The City Clerk called the roll and the following members were present:

The City Clerk attested to the fact that a quorum was present. Mayor McCourt called the meeting to order at 7:47 p.m.

APPROVAL OF MINUTES
Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of August 3, 2010. The minutes were approved as distributed.
COMMENTS, QUESTIONS, PETITIONS, ETC. FROM THE PUBLIC
Rick Hughes 14010 Old Jamestown Road. Mr. Hughes expressed his frustration with Vijay Bhasin, City Engineer concerning his request to expand his driveway. Per Mr. Hughes, Mr. Bhasin requested that he provide the reason for the expansion on the paperwork. Mr. Hughes believes the reason should not be a concern to the City, only if he qualifies for the expansion. Mr. Hughes submitted the paperwork to Karen Robinson, City Clerk to forward to Mr. Bhasin.
Mayor McCourt advised that it is normal procedure to request the reason and the application reflects such request.

MAYOR’S REPORT
1.
The Boundary Commission of St. Louis County will hold an Annexation Proposal and Public Hearing on behalf of the City of Florissant to consider annexation of Area 13 on Tuesday, August 24 at 7:00 pm at St. Angela Merici School, 3860 N. Highway 67, St. Louis MO 63034.
2.
During the month of July, there were 10 new occupancy permits issued.
3.
He, Councilman Allen and Sergeant Kardosz met with officials of Central middle school to discuss the behavior of school children that walk home. Last school year it was reported that children were destroying mail boxes and causing property damage.
4.
Beginning August 30th, we will begin the installation of helmet safety signs.
5.
Previously distributed to the Council was a memo concerning the replacement of signs throughout the City; Several signs have been taken in the past.
6.
The dead tree that Council approved to have removed at 11890 Brampton Hunt has been removed.
7.
Distributed Code Enforcement Guidelines during the meeting and gave a brief overview of the contents.
8.
Discussed contacting City resident concerning 12670 Old Jamestown Road. Discussion needs to occur concerning the use of a City road. The goal is to grant access while maintaining control.

REPORTS FROM COMMISSIONS/BOARDS/COMMITTEE
1.
Councilman Krank advised that the Safety and Loss Prevention Committee met and reviewed a video on safety in the heat for the benefit of the two interns. The video was very informative for the interns and a good review the maintenance staff.
2.
Councilman Allen advised that the North County Community Events committee met and discussed the upcoming Halloween event, the Christmas event and the Festival that will be held on June 25, 2011.

Councilman Allen moved to place Bill #1092 under New Business and assigned Councilman Schroeder as the sponsor. Motion was seconded and passed by a unanimous voice vote of the Council.

Bill #1092, entitled, AN ORDINANCE ADOPTING AND ENACTING THE BUILDING, MECHANICAL, ELECTRICAL, PLUMBING, PROPERTY MAINTENANCE, EXPLOSIVES AND LAND DISTURBANCE CODES OF ST. LOUIS COUNTY AS AMENDED AS THE BUILDING, MECHANICAL, ELECTRICAL, PLUMBING, PROPERTY MAINTENANCE AND EXPLOSIVES CODES OF THE CITY OF BLACK JACK, MISSOURI was read for the first time.

MISCELLANEOUS:
1.
Councilman Schroeder moved to set the sewer lateral rate at $0 for one year. Motion was seconded and passed when a poll of the Council produced the following vote:

2.
Mayor McCourt advised that an Animal Clinic was held on Saturday, August 14, 2010 on the lower level of City Hall from 9 am to 12 pm.
3.
Councilman Krank advised that on Friday, September 9th from 6 pm to 9 pm, there will be a meeting at Florissant Valley Community College in the student center to discuss plans for Jamestown Mall.
4.
Councilman Allen advised that North County Citizens group met at Christian Northwest hospital. Director, Ron McMullen advised that NE and NW are being rebranded. There are 20 new doctors and new staff; there have been major improvements in an effort to make sure these facilities remain adequately functional.
5.
Councilman Hinkle addressed Mr. Rick Hughes, a member of the audience. He advised Mr. Hughes that if he feels he was mistreated, he should file a complaint.
