AT APPROXIMATELY 7:30 PM THE TORNADO SIRENS SOUNDED SIGNIFYING THREATENING WEATHER IN THE AREA. AS A SAFETY PRECAUTION, MAYOR MCCOURT REQUESTED ALL OFFICIALS AND VISITORS TO PROCEED TO THE LOWER LEVEL OF CITY HALL. MAYOR MCCOURT POLLED THE COUNCIL TO SEE IF THEY WANTED TO GO AHEAD WITH THE COUNCIL MEETING ON THE LOWER LEVEL OF CITY HALL. THERE WAS UNANIMOUS AGREEMENT BY THE COUNCIL MEMBERS TO PROCEED WITH THE MEETING. THE CITY COUNCIL MEETING WAS HELD ON THE LOWER LEVEL OF CITY HALL DUE TO THE POSSIBILITY OF THREATENING WEATHER

The City Clerk attested to the fact that a quorum was present. Mayor McCourt called the meeting to order at 7:45 p.m.

APPROVAL OF MINUTES
Mayor McCourt called for additions, corrections or changes to the Regular Meeting Minutes of April 5, 2011 and the Phone Poll Minutes of April 12, 2011. The minutes were approved as distributed.

COMMENTS, QUESTIONS, PETITIONS, ETC. FROM THE PUBLIC
1.
Leonard Hunter - Mr. Hunter advised that he has been a resident for 30 years. He is aware that the parking across the sidewalk ordinance was enforced as of last year. He advised that when enforcement began he stopped parking across the sidewalk until he realized his neighbors were still violating the ordinance with no consequences. Mr. Hunter advised that he immediately received a ticket for the violation but his neighbors did not. He would like to know why he received a ticket and they did not. He has pictures of neighbors parked across the sidewalk various times of the day.
He apologized for violating the ordinance himself, but feels it’s unfair that he was ticketed and his neighbors were not. Mr. Hunter would like all residents treated fairly.
Councilman Krank moved to allow Sergeant Kardosz to speak. Motion was seconded and passed by a unanimous voice vote of the Council.
Sergeant Kardosz advised that the Officer may have received a call and had to leave abruptly, which is why Mr. Hunter’s neighbor was not given a ticket. Sergeant Kardosz advised that he would look in to the matter.
2.
Shonte Young - Mrs. Young is an Alderperson for the City of Moline Acres. Mrs. Young advised that she has been an Alderperson for six (6) years in the City of Moline Acres. She advised that at the beginning of her 6 years, it was very difficult among her and her fellow City Officials.
However, when their City Clerk and the City of Black Jack’s City Clerk met and developed a relationship, it opened the door for her to meet the City of Black Jack officials. Since that time, Black Jack City Officials has taught her and her officials how to be a professional City Official. Not only that, the Missouri Municipal League requested that the City of Black Jack Officials teach a session, during one of their annual conferences, to other municipalities on how to work well together. Mrs. Young advised how much this session helped her. Since that time, her relationship with the Black Jack City Officials has grown. She also stated that she was here tonight to request that the newer City Officials learn from the example of the established City Officials. Mrs. Young provided a written statement of an incident regarding the Mayor’s opponent , Kenneth McClendon, that took place on Election Day, April 5, 2011 while working the pole at Delmar Gardens North to be included in the City’s records.
MAYOR’S REPORT
1.
The Inspectors report was included in the packet.
2.
The 2010 Census count resolution procedure was provided to him from Councilman Krank.
3.
Tree Limb pick up began on Monday, April 18th. A list by streets and area is on the website and is available at City Hall.
4.
There was an emergency board up done at 4982 Bristol Rock Road.

5.
He previously distributed a memo advising that from this meeting going forward, the 2nd Comments section on the City Council agenda was deleted to comply with the code of ordinances and the three minute public comment time will be enforced.
6.
He gave City staff a list of Board, Commission and Committee members he would like contacted to see if they would like to be nominated for another term. The information will be submitted to City Council for action on the nominations shortly.
7.
He sent a letter to Senators Blunt and McKaskill in favor of continuation of funding for the Community Service Block Grant program. It’s a great program for home owner's that is possibly going to be discontinued.
8.
He previously distributed a memo to the City Council concerning the redistricting of Wards because of increase in population. Some wards have out grown others.
OFFICIALS
Councilman Allen advised that he, his wife and Councilman Krank attended a meeting in support of Dr. Rance Thomas for the organization North County Churches Uniting for Racial Harmony and Justice. There were several people that were honored including Captain Troy Doyle.
REPORTS FROM COMMISSIONS/BOARDS/COMMITTEE
1.
Councilman Krank advised that the Safety and Loss Prevention Committee met and reviewed and discussed the video “Professional Guide to Lawnmower Safety” and discussed safety issues, conditions of lawnmowers and the cutting schedule for the upcoming grass cutting and trimming season
2.
Councilman Taylor advised that the Old City Hall Exploratory Committee met and Vijay Bhasin, City Engineer gave a presentation on the necessary repairs and options to get the building ready for use.

MISCELLANEOUS:
1.
Mayor McCourt advised that renewal letters for Business Licenses, Liquor Licenses and Amusement Devices will be sent early May for July 1 renewal.
2.
Mayor McCourt advised that Tree Limb pick up began April 18th
3.
Mayor McCourt advised that Children’s Easter Extravaganza will be on Saturday, April 23rd at Jamestown Mall from 1:00 pm to 2:30 pm. Councilman Allen advised that if any City Official wanted to assist with the event, to wear any color Black Jack shirt.
4.
Councilman Hinkle advised that he appreciated Mrs. Young presentation. He advised that on election day he was cut-off by a lady who was also polling and when he approached her for cutting him off, he was bothered that someone else got the police involved in the incident. He stated that you don’t have to get to like someone to work with them. He advised that the differences in the way individuals are treated shows and requested that the City Officials get along better, show no favoritism among each other or wards and work for the betterment of the City.
5.
Councilman White advised that he did research on the Cookie Thornton situation and found that the Council had formed an allegiance to prohibit Mr. Thornton from attending meetings. Mr. Thornton was not approved for certain issues because of zoning; he went to St. Louis County for help and was denied. He stated that this type of frustration could drive a person into rage. Councilman White made it clear that Mr. Thornton shooting and killing City Officials was wrong, but he was driven to that point.
Mayor McCourt asked all the City Council from this day forward to get along better.
6.
Councilman Allen advised that he has been on the City Council for 30 years and all the City Officials have gotten along very well until the past 2 years.
7.
Councilman Schroeder advised that he has been on the Council since 1970 and everybody got along just fine until 2 years ago. He suggested that they all forget the past and move forward.
